What the latest outlook says

Khaleej Times reported on 7 October 2026 that S&P’s latest outlook expects Dubai’s residential stock to rise about 20% over the next two years. New deliveries in 2027–2028 could intensify price pressure, especially in investor-led apartment segments, alongside regional disruption. This is a scenario, not a confirmed citywide price fall.

The S&P Credit FAQ provides the agency’s underlying outlook. The 20% figure refers to expected additional housing supply; it is not a forecast that property prices will fall by 20%.

  • Supply growth is a forecast.
  • 20% concerns units, not price declines.
  • Apartment segments may face different pressures.

Why competing supply matters locally

For a buyer, the useful question is which projects will compete with the selected apartment when it is ready to rent or sell. Compare delivery timing, unit sizes, layouts and access to employment. A citywide supply estimate cannot show whether a particular building has scarce layouts or faces many similar units.

Use a fair-price comparison built around recent comparable transactions rather than applying a blanket discount to every Dubai property.

  • Map comparable upcoming projects.
  • Compare the same unit segment.
  • Use transactions alongside asking prices.

What buyers and owners can evaluate

An owner planning a sale can show how the unit differs through condition, layout, view and availability. A buyer can separate these attributes from general market sentiment. For a rental investment, test whether the budget remains manageable during vacancy or a longer sale period; do not assume that a headline forecast determines the unit’s rent.

Compare building service charges with maintenance and other recurring costs to understand the holding budget.

  • Unit characteristics still matter.
  • Test vacancy and longer holding periods.
  • Compare recurring costs.

Reading the outlook before an off-plan decision

Treat this outlook as a reason to examine delivery competition, not as a signal to buy or sell automatically. For an off-plan apartment, compare the instalment schedule with the expected completion date and your intended holding period. Revisit the assessment as actual construction and transaction evidence changes.

Our UAE off-plan checklist explains the purchase checks that remain relevant under different market scenarios. MKDXB can help compare the selected property with alternatives using consistent assumptions.

  • Track actual delivery progress.
  • Match payments to your holding plan.
  • Update assumptions as evidence changes.
